Authorization Management

How Mutually Exclusive Status Logic Prevents Double-Counting

If a record can satisfy two status rules, your totals will never reconcile.

Status frameworks fail quietly when rules overlap: an authorization can be both 'behind' and 'insufficient units', and a naive report counts it twice.

The fix is an ordered evaluation. Each record is tested against rules in priority sequence and assigned the first status it matches. The categories then sum to the population.

This is also what makes a status framework auditable. A reviewer can ask why a specific record landed in a specific bucket and get one deterministic answer.
