Remaining units alone is a poor prioritization signal: a large remainder early in a long period is normal, and a small remainder near the end may be fine.
Pace attainment — delivered versus expected-to-date — combined with days remaining and gap-after-scheduled-hours produces a much better ranking of what needs action now.
The output should be a worklist with a named owner, not a chart. The question a director needs answered is 'which fifteen authorizations do I work on today.'
