Why Scheduled Hours Should Not Be Counted as Completed Compliance
Scheduled hours are a planning forecast. Counting them as delivered service produces a report that looks healthy right up until it isn't.
Scheduled hours are valuable — they tell you whether the plan is capable of closing the gap. They are not evidence that a service occurred.
A compliance status that improves the moment an appointment is placed on a calendar rewards scheduling activity rather than service delivery, and it hides cancellation risk entirely.
The clearer approach separates two measures: what has been completed and qualifies under the client-approved rules, and what is projected to be completed if the current schedule holds. Both belong on the report; only one should move the status.
